Two years ago, the General Assembly passed a state budget that canceled the “Delaware Prescription Assistance Program” (DPAP) over my strenuous objections. This was the same year that the legislature repealed the “Estate Tax,” ensuring less revenue for programs like DPAP, once again over my (and others) objections. That year, I voted against the budget recommended by the Joint Finance Committee because of the harmful choices that the JFC and Governor were insisting upon. Unfortunately my vote did not stop the mandating of such cruel choices and the results were harmful and hurtful to many vulnerable and elderly citizens.
This past year I sponsored and helped pass a bill to restore the Prescription Assistance Program. That program has now been rejuvenated and the notice below confirms that maybe we’ve come to our senses as public servants and will never again choose the wealthy and well-off over the poorer and more vulnerable. Finally some good news to spread to the neediest among us.

Delaware Prescription Assistance Program (DPAP) Update
The Division of Medicaid and Medical Assistance (DMMA) is pleased to announce that the welcome back letter to previous Delaware Prescription Assistance Program (DPAP) enrollees was mailed on Friday, October 5th. The letter included the application for re-enrollment, as well as information regarding the Medicare Prescription Drug Program (PDP) choices available and the Medicare Advantage plans that have a drug benefit. The information is designed to allow each member to compare the cost of the benefit.

Helpful information:
- The DPAP call center is ready to review applications and respond to questions from potential members. (1-800-996-9969)
- The income qualification remains the same at 200% of the Federal Poverty Level. Singles can have income up to $24,276 per year and a couple may earn up to $32,916.
- The benefits remain the same, $3,000 annual coverage that can assist with monthly PDP premiums, deductibles and the coverage gap.
- Co-payments remain the same $5 or 25% of the allowed amount of the medication
- Members will not need to re-enroll each year. They will receive a flyer with the Medicare choices and the cost for each of the available plans.
- Clients may use their local pharmacies for their medications.
Delaware Prescription Assistance Program (DPAP) Eligibility
The Delaware Prescription Assistance Program may help you pay for your prescriptions if you are a resident of Delaware and:
- Age 65 or over or
- Under age 65, but receiving Social Security Disability benefits and
- Have income under 200% of the Federal Poverty level or
- Have a yearly drug cost of more than 40% of you income.
- Enrolled in a Medicare Prescription Drug Plan (if you have Medicare)
The program will pay up to $3,000 per person each benefit year. Co-pays are 25% or a minimum of $5.00. We do not pay for mail order drugs.
You are not eligible if you:
- Are eligible for full Medicaid benefits
- Have a health insurance policy, other than a Medicare Prescription Drug Plan, that gives you prescription drug coverage.
